A large municipal government serving approximately half a million residents sought to strengthen its data management and governance practices to support better decision-making, regulatory compliance, and operational efficiency.
The organization’s long-term objective was to become a data-driven enterprise—one where data analysis is embedded into daily business processes and used to drive continual improvement and organizational transformation. However, inconsistent standards, limited real-time data access, and insufficient documentation hindered progress. Leadership needed a clear understanding of current maturity, practical near-term improvements, and a sustainable long-term strategy to foster a culture that fully embraces data.
Solution
A comprehensive data governance maturity assessment was conducted using a public-sector–focused framework based on established industry standards. The assessment evaluated governance practices across key organizational domains, including strategy, policies, roles and responsibilities, and supporting tools.
The engagement identified gaps preventing enterprise-wide adoption of data governance and addressed immediate challenges such as lack of standardization and limited visibility into critical data assets.
